Letter written to the Sacramento County Board of Supervisors.
Dear Mr. Nottoli:
I am writing to you to express my concerns in
regards to the development of Rancho Murieta. I am concerned with a
couple of issues.
First is the open space issue. According to the
RMDCC all of Rancho Murieta has 1,806 acres of open space that
should be preserved. In Rancho Murieta South there will be about 100
acres open space after the full build out of The Crest and The
Greens subdivisions. I am very concerned that these 100 acres remain
open space and I urge the county to prevent the developers from
developing the last of our open space.
I have a great deal of experience specifically
with the developer in Rancho Murieta South, Reynen and Bardis. I
purchased a home from Reynen and Bardis in 2002 and I have been in a
dispute with them ever since. In my opinion Reynen and Bardis has
not adequately addressed the soil conditions in Rancho Murieta.
Reynen and Bardis is convinced that a shallow post-tension
foundation is appropriate for the community. A shallow foundation
system has been used by Winncrest Homes in Rancho Murieta South
without any apparent issues, however as Reynen and Bardis has moved
the development towards the hills of Lakeview the foundation systems
have failed. Reynen and Bardis moved to a post-tension shallow
foundation and they still have issues. I have met with 10 Reynen and
Bardis homeowners all with post-tension foundations and all of them
have some degree of structural issues. This is currently a
developing story here. The River Valley Times as well as the
Sacramento Bee are working on this story. I have personally went

I believe that any future development in Rancho
Murieta South should be done on raised foundations. This is
especially true for any development at Lakeside or Riverside. This
may help eliminate some of the structural issues, but more
importantly this will help preserve the beautiful land of Rancho
Murieta by eliminating the need to terrace and destroy the hillside
which would be required if shallow foundation systems were used.
Another concern I have with the development of
Rancho Murieta is the environmental impact. I moved to Rancho
Murieta for several reasons one of which was the beauty of the land.
My family and I have enjoyed the wildlife that has made Rancho
Murieta their home. I understand that future development is based on
a 10 year old environmental impact study. I urge the county to
require a new environmental impact study before any new development
can begin. I am concerned that future development may affect
threatened wildlife like the Swainson's Hawk. Please feel free to
